Jefferson County General County Administrator, Probate Court
Jay Greene serves as the Jefferson County, Alabama General County Administrator for Probate Court. Mr. Greene was appointed by the Presiding Probate Judge, the Honorable Yashiba Blanchard (Place 1). In addition to serving under Judge Blanchard, Mr. Greene also serves under the Honorable Jameria Moore (Place 2) and the Honorable Jacqueline S. Knox (Bessemer Division).
Mr. Greene serves pursuant to statutory authority created by the Alabama Legislature for Jefferson County, Alabama. Such responsibilities occur under the direction and supervision of the Jefferson County Probate Court. In his role as General County Administrator, he is charged with statutory priority to administer estates when no personal representative has been appointed within forty (40) days, when a vacancy subsequently exists, or when the Probate Court determines that immediate action is necessary to protect estate assets. The County Administrator’s duties include safeguarding property, complying with court orders, ensuring proper administration of estates, and acting in the best interests of heirs and creditors under the guidelines determined by the State of Alabama. Mr. Greene carries out these responsibilities with fidelity to the law, professionalism, and accountability to the Court.
In addition to his current role as County Administrator, Mr. Greene has also practiced law since 2008 with a concentration in probate matters and estate planning. He is a Certified Public Accountant (2002) and holds a Bachelor of Science in Accounting (2000) and a Master of Accountancy (2003) from the University of Alabama at Birmingham. While working full-time, Mr. Greene earned his Juris Doctor from Cumberland School of Law at Samford University (2007). He was admitted to the Alabama and Florida Bars in 2008 and to the California Bar in 2014. Mr. Greene was also selected to participate in the Inaugural Jefferson County Attorney Mentoring Program in 2008, working directly with members of the Jefferson County Judicial System. Mr. Greene leverages the resources of our Jefferson County probate, personal injury, real property, and business bar associations in his role as County Administrator.
When not engaged in the practice of law, Mr. Greene enjoys spending time with his dog, family, and traveling. Family is his number one priority. During your time of loss, Mr. Greene wants to support you and your loved ones with the commitment of the County Administrator’s Office to ensuring an efficient administration of your loved one’s estate.
Mr. Greene is honored to provide his professional experience in service to the Probate Court and the citizens of Jefferson County of both the Birmingham and Bessemer Divisions. Mr. Greene is grateful for the opportunity to settle estates for the diverse residents, heirs, and creditors of Jefferson County in this role.
